Possibly.

Allergies are immune-system responses to foreign proteins. A person can have that response to more than one protein, and most people with allergies are allergic to more than one protein. They may or may not be very similar proteins.

The most common protein that people are allergic to in cats is in their saliva. Since cats groom their fur, their fur is coated with that protein, provoking the allergy. This is why a regimen of bathing the animal can alleviate the symptoms to the point that the person can often live contentedly with the feline.

It is unlikely that that protein is the same in both dogs and cats; but nothing says a person couldn't be allergic to cat saliva and dog hair--or dog saliva, for that matter.
