Only if the manipulation materially changes the image. Touch-ups, color correction, and the like should not require a disclaimer. If they did, every photo would have to have a disclamer and it would become meaningless. Now if the manipulation makes (for example) a kids swimming pool look twice as big as it really is, then a disclaimer is in order.
