Only on your profile. When I switched from DSL back to cable, my location changed. It's picked up by the location of your ISP.
I've seen mine change around quite a few times within my general area. I use the phone company's DSL, so my guess is I'm often routed around.
Do you mean your pin location on the vote maps changes even after setting them in your profile? This is for votes cast while logged in? (Votes cast when just arriving at the site without authentication will most likely default to the IP-based geolocation.) Hmm.
