This is a little like asking if a dog is basically good or evil. If he is well-fed and has a good home he is probably a good dog. If he is hungry and grows up in a bad home or in the wild then he is just a dog that acts on dog instincts. Without socialization skills the animal "man" is no different than the wild dog, neither good nor evil but just acting on instinct; the will to survive is the only thing that matters.

OK. But different breeds of dog have different characters. Anyone who tried to turn a Golden Retriever into a vicious fighting dog or a savage watch dog would fail totally. My Maja loves everyone, delivery guys, plumbers, electricians, the vet - just every person in the whole world.
By nature, we're a little prone both to inflict pleasure and pain in others, but not much of either. There are very few natural born saints or psychopaths.
Neither. People basically do what they think is in their own person best interest. Sometimes that manifest it self as what some would call evil, and sometimes as what would be called good.

Robbers, thieves, home invaders...But I do like Goldens, they are such HAPPY dogs.

Most are a little towards the good end of the scale. A few are towards one end of the scale or the other. Fewer still are at the extremes.
Character is partly inborn and partly determined by upbringing and experience.
