I don't think you can be friendly with everyone, however much you might want to.
You can certainly be polite to everyone, and perhaps that is what was meant, however if you try to be friendly to someone in a position of authority (eg airport security guard) chances are they will take it the wrong way and think you are hiding something.
Likewise if you are overly friendly to a person of the opposite sex, especially if they are much younger than you, they are likely to think you are some kind of creep or weirdo!

I think polite = friendly.
I try to be friendly to everyone, even if I don't like them.
