A lot of what people consider "bad behavior" is mental illness. Mental illness can be either created by environment or genetic. If it's genetic - then people are "born that way."

Good and bad are value judgments and have no absolute meanings. They are culturally bound. For example, the US leads the world in sociopathy because "me first, and to hell with anyone who gets in my way" is culturally valued and highly rewarded, despite an overt lip-service tot he idea that such behavior is 'bad.' In Japan, this attitude is NOT well-rewarded; just the opposite.

In the US cooperativeness and tolerance are reviled; these traits are 'bad' in some parts of the world; in still others, they are carried to extremes we cannot imagine.

And so on.
