Textbook companies are running a huge scam. That's why they come out with new editions every other year--to force the purchase of new textbooks instead of people using used ones.
Not to mention the electronic versions of the textbooks (which obviously use no ink and no paper) are at best a couple of dollars cheaper than the overpriced paper versions.
The technical answer to this question is clearly, No. Colleges are not setting the prices of textbooks. Textbook publishers are. If the question was, "Are college textbooks overpriced?" then the answer would be, Yes.
