A restaurant should be able to have you arrested for refusing to pay a tip? (It happened.)

They were with a half-dozen friends, so the establishment tacked what it called a mandatory 18 percent gratuity onto the bill.
They supposedly had to find their own napkins and cutlery while their waitress caught a smoke, had to go to the bar for soda refills, and had to wait over an hour for salad and wings.
Their reaction, "You can't give us terrible, terrible service and expect a tip".
The restaurant took their money for the food and drinks, but then call the police over the tip who treated the matter as a theft and arrested them.
It clearly was not theft of service, since no service was provided. I'm siding with the customers here. They should retaliate with publicity and a day of carrying a "Lousy Service" sign outside the place. I hope they win in court.
