I was thinking more along the lines of a right to go into contracts and such, but yes, if a girl has shown that she is grown up enough to support herself independent of her guardians (because if our society actually recognized "all men" as having equal rights from birth then kids could emancipate) then she should be spared being not recognized as a full human. That said, I've never yet met an 11 year old (and I'm doubtful one exists) who fits these criteria. I think your straw man (or girl) is lacking; a better example might be a 16 or 17 year old. Oh and BTW, "under the Constitution" the people are sovereign and the government our Constitution creates is restricted. We seem to forget this fact.

Except for a rare instance once or twice, I don't believe there exists a "predator" problem. I think politicians in the US use this fear as an excuse to pass more laws and get re-elected. I've read that most kids who chat with adults online know that they are corresponding with adults and do so of their own free will.
When our founders wrote, "all men are created equal" they meant that people are BORN with the inalienable right to seek happiness, not that they were born that way and that government could decide to take those rights away and return them when the person reached 18 or 21.
It is so easy to discover free proxy servers that can be used to bypass any nanny programs. Why not either teach your rugrats that 1. Sex is normal and natural and something you get to do (like driving) when you're an adult (or thereabouts.) and 2. That it takes all kinds of people to make a world...and some of these people are not nice, and do not nice things.
Most of the objections people have to kids online is the chance that they'll see naked people. Any kid can look in the mirror and see the configuration of sexual organs shared by 50% of the population.
Take your kids to a farm so they can see the other configurations. Mammals all have similar stuff...
