Read the Constitution. Yes, government has a duty to regulate interstate commerce, but their role is limited and specificaaly spelled out. Government, however has no responsibility or duty, whatsoever, to "help the poor". Every society since history has been recorded has had the poor, some by circumstance, some by choice. It is not the governments role to take money from the citizenry to redistribute the wealth in an effort to eliminate poverty. It is the poor's duty to make every effort to bring themselves out of poverty. It has been accomplished many, many times and it can still be done.
