How could Governments encourage more production and consumption of organic foods?

Healthy food is so much more expensive than bad food. Can feed a family at McD's cheaply. Can't feed a family on salad, fruit, fish unless you are willing to spend the dollars. My husband starting shopping on the outer aisles in the store and I can't get past the first aisle for under $60.00 That is fruit, vegetables, etc.
