I'm almost certain that you (Wingnutt) meant that congress "did not" and "would not" impeach Bush, as opposed to actually "cannot". I also assume you meant that they have not and will not for political reasons.
Just to be clear, they can. Congress can impeach the president (or a federal judge/justice for that matter) for any reason. Any reason at all, so long as they vote for it by the majorities needed.
And given that Clinton was impeached for issues surrounding an affair (I will grant you that laws were broken, but the subject matter is hardly national security), it is a little surprising that with all this administration has gotten away with that no substantial impeachment discussions have come from it.
(Also, I'm neither Dem nor Rep, and I do not think impeachment should be a flippant or regular affair. Just commenting.)
