Yes, people win wars, not guns. However... You can't "Win" a war until the enemy had given up and surrendered.
That's why a lot of things we label as "Wars" like the war on drugs and the war on terror, etc are hard to "Win".
You can "Win" a war a lot easier if a central organization can declare "surrender" and then help to organize & direct the surviving combatants & citizens to cooperate with the new authority like in the case of Germany & Japan.
BTW - I have never seen the US government list objectives that must be met before we can say we have "Won" the war in Iraq. What exactly constitutes a "Win"?
