you would have to lower the drinking age to 17 or 16... lemme explain. I'm from Germany, you are allowed to drink beer (no hard liquor) at the age of 16. Hard liquor is later. This way though most Teenagers know how alcohol affects you before you ever sit behind the wheel. I find in the US and in Canada, kids are driving first and then drinking and all of the sudden you have crazy drinking and driving accidents
