"Education is of utmost importance" wins by far for me. :) You must make it a lifelong habit to learn something new everyday. Learn a new language, instrument, self-development etc.. I think my life would be depressing if I did not follow such a motto.
I don't think you should have brought the police into this situation. A family shouldn't do that to each other. I wouldn't call the police on my mother and I wouldn't want her to call the police on me.
But you should be more strict, there shouldn't be "warnings" for things like smoking pot. Confiscate things from them and take regular drug tests, ask their teachers to watch their behaviour etc. Get more involved. They clearly can't take care of themselves if they don't have the judgemental abilities to say no to pot.
Edit: Don't forget to educate them on pot, or ask one of their teachers to do it for you if they happen to think you're clueless about pot (teenagers like to think they know more than their parents about certain things including drugs, technology and socializing).
If all else fails - don't be afraid to send them to drug rehab.

I'd rather get an online exchange partner which I can make good friends with.
