I didnt know statistically significant answers required a democratic vote to be true.

The sun's solar output of UV radiation has been rising ever since we measured it decades ago. That probably also plays a big part, though the past 3 years have seen a decrease in this production. so, I would expect a stabalization of cancer rates if this was a key influence.
