In George Orwell's book 1984, There were three "superstates". Oceania was fighting a constant war with Eurasia. Eastasia was Oceania's greatest ally in that war. Later, Oceania was fighting a constant war with Eastasia, and Eurasia was now the ever faithful ally. It turned out that there never was a war at all. The wars were used as a mechanism for the government to exert control over the people.
