Well here if you're caught with a small amount (for personal use that is) you get fined. So the Govt makes money from them. Which is a good thing. I can't say what happens in the US, but if you legalised "pot" then the gangs and the territories would not go away. The manufacturers who use the sale of the drug fund large criminal organisations and will continue to sell other illicit drugs and if they can't get money from Marijuana then they'll move onto other ways of funding their enterprises. So the organised criminal groups won't go away either. To legalise it is to condone its use. Also, in terms of the US Budget, spending "millions" on eradicating marijuana is nothing in the grand scheme of things.
While I believe it's fiction, if you have a "religion" section, that would be the most appropriate section to put religious books. If you want to spark a God Vs Science debate, just ask it outright.
Aussie probably means victims of the short and long term affects. Marijuana will eventually led to mental health problems and everyone will be on anti-depressants and wheelbarrows of medication to help make the effects less noticeable. This is my opinion based on my first hand experience of users and the affects it can have on them and I will not argue it any further.
